If you want a keyboard shortcut to only work in a single language, then you need to change the "when" property.

In the keyboard shortcuts editor, you can change the when expression by using the shortcut Ctrl + K Ctrl + E or by right clicking on the command and selecting "Change When Expression" from the context menu.
